In March of 1968 a Soviet submarine was lost with all hands 16,500 feet below the surface of the Pacific Ocean. Following the unimpressive performance of the Soviet Navy during World War Two, Soviet leadership realized that a stronger navy would be an important factor in their drive to gain recognition for their world power status. In less than a decade, the Soviet Union would develop a large naval force and would operate the largest submarine fleet in the world.By Stalin's death in 1953, their naval development program was well advanced; nine cruisers had been completed, construction had begun on two of a programmed four heavy cruisers, and construction of aircraft carriers was reportedly planned. The "Jones Act" is the most newsworthy U.S. maritime policy law.Most of the attention is focused on the preservation of U.S. domestic maritime trade. Some is focused on the law as a means for mariners to recover for injuries.But this attention is too narrow. The "Jones Act" was originally understood to mean the whole of the 1920 Merchant Marine Act, which deals with far more than domestic maritime trade and mariner injuries. The 1920 Act was the culmination of U.S. merchant marine policies inherited from England and adapted over time by the United States starting in 1776.This merchant marine policy history is American history with the well-known, like James Madison, and the obscure, like Senator Wesley Livsey Jones, playing their parts. This book covers the subjects of break bulk cargo, general cargo and project cargo, and how these cargoes are shipped. It deals with the cargoes themselves, the vessels used for their carriage, and how the carriage is managed using the process of vessel chartering. Alongside these, it also covers offshore vessel management and how offshore supply vessels are used to carry cargoes to offshore oil and gas installations. Break bulk cargo covers a wide variety of cargoes, from project cargo to more varied cargoes carried on an ad hoc basis, often between ports that are not equipped for container traffic.
